One word: Organization
Everyone needs to have a certain task that they can excel at. There must be ranks, and order, as well as brotherhood. We've already got great inspiration from our amazing Alphas. These are just a few points I've come up with....
-Food
With such a prominent ice storm approaching, the priority of each pack should be finding food. There are three types of food gathering: hunting, scavenging, and foraging. The larger, more wolf like dogs would more most ideal for big game hunting, while our more fox-like characters would be exceptional rabbit and bird catchers. Dogs with short haired coats are NOT ideal for this because they would freeze. We've just gotta exercise the abilities of the group.
-Leadership
Our Alphas are great leaders, but they are going to want to pick ranks soon. They know what to look for, but what if they picked incorrectly? This could form interesting drama between members of the pack that could make them or break them. It's the kind of drama we live on, fellow writers.
-Pecking order
Pecking orders form amongst groups of animals regardless of leadership. Members will see how much they can push around other individuals and see what they can get away with. Alphas will notice the eventual pecking order, and can pick leaders from this (if you upset the pecking order, you can cause more drama, and that could be interesting).
-Brotherhood
Some type of brotherhood needs to be present for packs to survive. There needs to be bonding that forms over hunts or forages, or just fighting in general. If this bonding isn't formed, we will starve. There needs to be some motivation that is based off of friendship, pecking order, or fear of the alpha.
-Competition
Some packs are going to be better at certain tasks than others. However, no one has to play fair. Imagine this: Two football teams are playing each other. One team is clearly better than the other, but one or two players stand out on the losing team. What if the coach on the winning side secretly meets with the player(s) to try and persuade him/her to join his team? This can test loyalty and the dramatic irony could be frightening for other members.
So there you have it people. We need to embrace our wild side, we have to gather information from every nature book we have read. We've gotta understand the concept of natural selection. We aren't pretty little dogs anymore. We are feral, and we need to adapt before the winter takes us all.

WellKol there are ranks. Some leaders dont give out ranks until they have a certain amount of members that are involved. And i sent out a pm earlier about pack leaders taking up little missions if they want to.
The hunt fell under this but the rest might be interesting. any one else have ideas?

Honestly, if we had less packs each pack would be MUCH more active. But I know not many people are going to be willing or want to give up their pack. If a pack ever falls inactive or if the leader falls inactive, just don't hold auditions or something. It would make the site better.
